During the Senate Homeland Security Committee hearing, Senator Rand Paul questioned Colleen Shogan, nominee to be Archivist of the United States, about her understanding of the Archivist's role in certifying amendments to the Constitution and whether the Archivist has the power to change or alter the election results.  Shogan stated that the Archivist's function is ministerial and that the Archivist publishes an amendment when it becomes part of the Constitution but does not decide whether an amendment has been ratified.
